Among many exam\u00adples are eas\u00adier travel, the abil\u00adity to live, work or study abroad, access to health\u00adcare sys\u00adtems in other coun\u00adtries and con\u00adsumer protection.<\/span><\/p>\n<hr id=\"system-readmore\" \/>\n<p style=\"text-align: justify;\">\u00a0The year will be a chance for peo\u00adple to take part in events and sem\u00adi\u00adnars about how to fully exer\u00adcise these rights \u2013 look\u00ading at obsta\u00adcles encoun\u00adtered and pos\u00adsi\u00adble solu\u00adtions. There will also be dis\u00adcus\u00adsions around the con\u00adti\u00adnent on EU poli\u00adcies more gen\u00ader\u00adally and the future of the Euro\u00adpean Union.<\/p>\n<p style=\"text-align: justify;\"><strong>A Euro\u00adpean Year \u2013 every year since 1983<\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: lighter;\">The very first Euro\u00adpean Year, in 1983, was ded\u00adi\u00adcated to small busi\u00adness (\u201cSMEs\u201d) and craft indus\u00adtry. Every year since, the EU has cho\u00adsen a spe\u00adcific sub\u00adject to encour\u00adage debate and dia\u00adlogue within and between Euro\u00adpean countries.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong>Why Euro\u00adpean Years?<\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: lighter;\">The aim is to raise aware\u00adness of cer\u00adtain top\u00adics, encour\u00adage debate and change atti\u00adtudes. Dur\u00ading many Euro\u00adpean years, extra fund\u00ading is pro\u00advided for local, national and cross-border projects that address the Year\u2019s spe\u00adcial topic.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: lighter;\">The Euro\u00adpean Year can also send a strong com\u00admit\u00adment and polit\u00adi\u00adcal sig\u00adnal from the EU insti\u00adtu\u00adtions and mem\u00adber gov\u00adern\u00adments that the sub\u00adject will be taken into con\u00adsid\u00ader\u00ada\u00adtion in future policy-making. In some cases, the Euro\u00adpean Com\u00admis\u00adsion may pro\u00adpose new leg\u00adis\u00adla\u00adtion on the theme.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong>How is the theme of a Euro\u00adpean Year chosen?<\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: lighter;\">It is pro\u00adposed by the Com\u00admis\u00adsion and adopted by the Euro\u00adpean Par\u00adlia\u00adment and EU mem\u00adber governments.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: lighter;\">The top\u00adics are cho\u00adsen sev\u00aderal years in advance. They are always of gen\u00aderal inter\u00adest and major con\u00adcern to both the EU insti\u00adtu\u00adtions and mem\u00adber coun\u00adtries. Top\u00adics can be sub\u00admit\u00adted to the Com\u00admis\u00adsion by mem\u00adber gov\u00adern\u00adments, civil soci\u00adety, busi\u00adnesses, or any other stakeholders.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong>2013 is the Euro\u00adpean Year of Cit\u00adi\u00adzens and it is ded\u00adi\u00adcated to the rights that come with EU cit\u00adi\u00adzen\u00adship.
