\u00a0EU<\/span> Trans\u00adport Com\u00admis\u00adsioner Siim Kallas<\/span> said Wednes\u00adday that a new pack\u00adage with improved mea\u00adsures would also boost car\u00adri\u00aders from the 27<\/span> mem\u00adber nations<\/span> in global com\u00adpe\u00adti\u00adtion since con\u00adsumers would be drawn to com\u00adpa\u00adnies offer\u00ading the best conditions.<\/p>\n

\u201c<\/span>These rules only apply if you are on a Euro\u00adpean car\u00adrier. So my mes\u00adsage is \u201cFly European,\u201d Kallas told reporters.<\/p>\n

Under the pro\u00adpos\u00adals, Kallas said that if car\u00adri\u00aders can\u00adnot reroute pas\u00adsen\u00adgers them\u00adselves within 12<\/span> hours they must find another air\u00adline or other transportation.<\/p>\n

Kallas\u2019 pro\u00adpos\u00adals now will be taken up by the Euro\u00adpean par\u00adlia\u00adment and the 27<\/span> mem\u00adber nations.<\/p>\n

The air\u00adline indus\u00adtry gave the pro\u00adpos\u00adals a muted welcome.<\/p>\n

The Asso\u00adci\u00ada\u00adtion of Euro\u00adpean Air\u00adlines said it was \u201ca step in the right direc\u00adtion\u201d which should help clean up a com\u00adpli\u00adcated sys\u00adtem cur\u00adrently in place that often leaves it unclear who is respon\u00adsi\u00adble for what.<\/p>\n

\u201c<\/span>There have been so many court cases,\u201d said Geert Sciot, spokesman for the AEA<\/span>.<\/p>\n

In Jan\u00adu\u00adary, the EU<\/span>\u2019s top court ruled that Irish low-\u200bcost air\u00adline Ryanair has to pay out com\u00adpen\u00adsa\u00adtion to pas\u00adsen\u00adgers who were stranded due to the2010<\/span> vol\u00adcano erup\u00adtion in Ice\u00adland, argu\u00ading that air\u00adlines have an oblig\u00ada\u00adtion to pro\u00advide care, even in such \u201cextra\u00ador\u00addi\u00adnary circumstances.\u201d<\/p>\n

With his pro\u00adposal, Kallas said he wanted to clar\u00adify the rights of pas\u00adsen\u00adgers and air\u00adlines on such issues as a nat\u00adural dis\u00adas\u00adter, rights to re-\u200brouting and con\u00adnect\u00ading flights.<\/p>\n

The Euro\u00adpean asso\u00adci\u00ada\u00adtion of regional air\u00adlines ERA<\/span> com\u00adplained that mak\u00ading the first car\u00adrier in a multi-\u200bsegment trip respon\u00adsi\u00adble for com\u00adpen\u00adsa\u00adtion if some\u00adthing went wrong would put too much pres\u00adsure on their car\u00adri\u00aders, since they often are the first link.<\/p>\n

The Geneva-\u200bbased Inter\u00adna\u00adtional Air Trans\u00adport Asso\u00adci\u00ada\u00adtion<\/span> took issue with the 12<\/span>-\u200bhour re-\u200brouting pro\u00adposal, com\u00adplain\u00ading it did not take into account the cost.<\/p>\n
