China is a country that spends billions on interception, research, technology and innovation. It has tens of thousands of spy flies and spies on America and Europe to acquire new technologies. But also spies on companies, creating counterfeits and then competing with the originals in the markets. It is a country that obtains 8% of its GDP from imitation of well-known brands and foreign software. It is a country that if you are its informant, you will be targeted, and its secret services will be informed about your friends, colleagues and family members.<\/code><\/p>\n

China and its intelligence services<\/strong><\/p>\n

\u2013 How does one country turn all its people into spies?<\/p>\n

The beginning<\/strong><\/p>\n

\nThe modern history of Chinese intelligence begins in the second decade of the last century by Chiang Kai-shek, the man who led the United China movement and became its first president in 1928. But the first organized secret service in modern China was introduced by the communist Kan Chung, in the first 40 years of the previous century, and was called the “directorate of social affairs.”<\/p>\n

The activity of the Chinese secret services was maintained, internally, for many decades, and its external activity did not begin until the latest semi-century, that is, after the establishment of the so-called “central directorate of investigations”. <\/p>\n

The Big Change<\/strong>
\n\"\"
\nWith the rise of Deng Xiaoping to the presidency of China in the 70s, and with the establishment of the Ministry of Public Security (which was transformed into a central intelligence agency) , the golden age of intelligence commenced.<\/p>\n

Official and unofficial intelligence services, with the exception of the military, are all under the Ministry of Public Security\u2019s command. No longer are ambassadors the main sources of… espionage; but instead journalists, businessmen, students, and companies.<\/p>\n

Intelligence services from nadir to zenith<\/strong><\/p>\n

\u03a4The Ministry of Public Security is the highest intelligence authority in the country, and is supported by the “Danwei” working unit, which unites all citizens with the Communist Party. The unit also keeps all files of party members, as well as data concerning their families.<\/p>\n

Even as a member of any work unit, you can be recruited to carry out any mission on behalf of the Motherland, such as reports on colleagues, friends and family members.<\/p>\n

There is also the country’s Ministry of Public Order, which recruits low-skilled agents and can send dozens of people to perform the same mission with the goal of gathering more information and analysing it for better, more detailed results.<\/p>\n

As for military intelligence, it spies on foreign technologies for the development of the military, and its purpose is to collect intelligence through its agents in Vietnam, Macau, Taiwan, and Hong Kong. It also handles military deals in order to sell military hardware all over the world, under the cover of international arms brokers. Simultaneously, the agency also recruits diplomats and foreign agents. Finally, on top of all this, there is the seventh office as well, the one that directs digital intelligence operations through recruiting thousands of hackers under the name “fish in the ocean”.<\/p>\n

The “fish in the ocean”<\/strong><\/p>\n

Their main mission is to collect information and monitor social media in the countries they live in. They perform a variety of services and multiple missions. But it is shocking that 70 percent of China’s intelligence operations are carried out by centres that have nothing to do with espionage, such as universities and the media, operations that, under the “pieces of the puzzle” policy, collect as much information as they can, in order to get the most accurate results.
\nThe participation of both private and public companies has amounted to about 48% of recorded espionage cases since 2000, which is more than the participation of the Ministry of Security and military intelligence. Over 7%.<\/p>\n

The Chinese DARPA<\/strong><\/p>\n

Following in the footsteps of the United States, China has a State Administration of Science, Technology and Industry for National Defense (SASTIND), and it is the equivalent of the U.S. Defense Advanced Research Projects Agency (DARPA). The intelligence service is no different from the news agency of the state, and the education ministry that monitors students abroad and recruits them as insurers. I should hope that you are not fond of this idea… but in any case, it may spike curiosity and the wish to receive some additional information\u2026 <\/p>\n

To become an agent of Chinese intelligence:<\/p>\n

Firstly, you must be an academic, and must not have travelled abroad. Secondly, you have to speak more than one foreign language, but if you don’t know any, the service provides free lessons! Thirdly, you need to have loyalty to the nation and the party; and here is an important piece of advice: don’t try to defect. There is a ninth office in homeland security whose mission is to fight any potential apostasy and prevent it.<\/p>\n

What does the agent do?<\/strong><\/p>\n

Each officer leads many people, scattered all around the world, and according to a document that was leaked to WikiLeaks, Chinese informants are hundreds of thousands in the US alone, based on FBI estimates. As a matter of fact, it is not only individuals who are informants; there are also 3,000 ghost companies. <\/p>\n

The most successful agent in the history of China was named Larry Wu-tai Chin, a U.S. citizen of Chinese descent. <\/p>\n

He was an employee of the American secret services, but in reality, he was a Chinese double agent. He worked for 30 years and remained under the radar, until he was discovered in 1984 and imprisoned. He committed suicide in his cell in 1986.<\/p>\n

What China\u2019s expectations from espionage are<\/strong><\/p>\n

The thing that interests China is modern industrial technology, military and non-military. It can spy on this in other ways, such as scientific exchange programs or through the Chinese government or through private companies, and this can be called “spying on companies in the system of Chinese spy agencies.”
\n\"\"
\nAnd unlike local Chinese companies, espionage is also directed at buying foreign technology and industry companies to boost its technical influence, as was the case with the Chinese company “Avatar integrated Systems”, which bought the American chipmaker “AtopTech” in 2018. Lastly, there is the direct investment of capital in technology companies, which, in America alone, reached $ 9.8 billion in 2015, but the need for acquisition of economic and technical knowledge is insatiable. For the purpose of technical excellence and success, the motto is “production in China 2025”.<\/p>\n

This is the reason it hires hackers to obtain technical secrets and steal patents, according to a 2018 report by Internet security organization crowdstrike. As the report states, China was the first country in recruiting hackers, who were used to infiltrate various sectors of the USA. Using chips the size of a grain of rice, he spied on Supermico, the world’s largest motherboard producer, to produce improved copies and sell them to the world’s biggest companies, including Amazon and Apple. <\/p>\n

And it’s not just the USA; Europe is also spy ground. In late 2010, Renault stopped 3 employees, who were working on a sophisticated electric car manufacturing program, and accused them of leaking program secrets to China, in exchange for huge sums of money. A deal that was then recorded as the largest financial investment by Chinese espionage since Larry Wu-tai Chin. And 15% of European companies reported data theft incidents between 2015 and 2017.

larry wu-tai chin<\/figcaption><\/figure>\nSo, to illustrate the magnitude of the problem in figures, note this information: It is estimated that the cyber espionage bill, in Europe alone, amounts to more than EUR 60 billion per year! <\/p>\n

The U.S. economy loses about $320 billion annually to copyright theft. Congress estimates that China’s copyright thefts led to the loss of two million U.S. jobs. On the contrary, 8% of China’s GDP comes from the counterfeiting of works, and from the imitation of programmes and products of foreign production.<\/p>\n

China went so far as to recruit former CIA officer “Jerry Chun Shing Lee” to crack into the agency’s coded communications program and shut it down. The attempt to breach the CIA exposed US agents and informants. Furthermore, 20 Chinese agents working for the CIA were executed in China. <\/p>\n

China is not only aiming for commercial success, but is looking to prove itself by competing with “Western domination.” And it has the means to achieve this with <\/p>\n
